We're sorry for the inconvenience caused.
Please follow the below instructions & check if the issue persists:
1. AVG Secure VPN > Settings > General > Enable the "Start Secure VPN when my computer starts" option.
2. AVG Secure VPN > Settings > Network Security > Disable the "Exclude trusted (Private) networks" option.
Once the above actions have been performed, restart your computer once & check for the issue.

I have to start VPN up every time I boot up windows 7 on my desktop.  Is there a way I can keep it permanently on?
