How can I get rid of HTML:PayPal-B[Phish]?

When I try to log into PayPal AVG immediately says the "connection is infected" with this threat!
How can a connection be "infected"???
I did a search on this and someone on the forum says that this threat is not real. It is found by only AVG and AVAST (which is now owned by AVG I heard). 60 other virus scanners do not see it.
What is going on here? Is this real or not? If it is real how do I get rid of it permanently.
I have owned AVG for years and never saw any threat it could not kill.

If this is a false postive then why did this go away for over a week and now it has returned?
