Didnt take long to work it out. You have visited a dodgy website, which you allowed it to send notifications. These are then appearing in windows 10 notification (bottom right of task bar).
To fix it, open chrome, go to settings. Find the notifications section and you'll find open4u.co.uk is set to allowed, click it and set it to blocked.

As we're uncertain about the exact pop ups that you receive, would you be so kind to share us the screenshot of them for better clarity?
I've got infected with Open4u Adware. AVG didn't catch it. I am being bugged with pop-ups. Interestingly advertising McAfee!! How can I remove it?
