How can I undelete a file?

How can I undelete a file after it has been deleted from recycle bin?

I am afraid that you will not able to restore the files and folders when deleted from Recycle Bin.

I only deleted the file. I did not use the shredder. 
I simplly clicked on the recycle bin and emptied it.
Is this the info you wanted?
