How do I prevent a program connecting to the internet?

You can block a program from accessing internet via the application rule in Firewall settings.
You need to completely lower the orange bar next to the program in application rule to prevent internet connection.

I have been round and round the menus and can find no way - there used to be one - to simply stop a program having access to the internet. I can prevent silly things like web-cam use, but that's not what I want. The 'enhanced, (really?)' firewall page references the 'Application Rules' page but I can find no way to get to that.
