How do I uninstall AVG Web tune up?

I have been trying to uninstall AVG Web tune up. It won't remove using Windows /settings/ apps & Features/ uninstall.  It just keeps persisting.  I've tried downloanding and running AVGclear and that doesn't help either. I could use some help. Thanks, in advance!

We are sorry for the inconvenience caused. We will help you to resolve it.
Please restart the PC once and follow the steps to remove AVG Web Tuneup. 

Open C folder -> Go to Program files (X86)  ->  Delete AVG Web Tuneup folder. Restart the PC and try to uninstall the program from Control Panel.
