To prevent Android from killing the AVG AntiVirus for Android app and inhibiting the app's ability to protect your device, we recommend enabling the Permanent notification to remain on at all times. If you disable the notification in the Settings → Notifications → Permanent notification section, AVG AntiVirus for Android may switch off automatically if, for example, too many energy-consuming apps are running on your device at once.

I have tried to switch between each of your 4 options you noted in your above response. None of those remove the notification bar. Using a Galaxy S8+ running Android 8.0 on T-Mobile.
I have a Samsung galaxy phone. For no reason avg has now placed a permanent icon at the top of my screen. When I pull the screen down to view there is a "tool" bar that cannot be removed.
This "tool" bar has 4 options to choose from, including, scan, check, boost, and a different scan.
How can I have this icon removed?

You can adjust the Permanent notification in the app settings. The following options are available:
1. Light theme: displays a light background with four widgets corresponding to different notifications.
2. Dark theme: displays a dark background with four widgets corresponding to different notifications.
3. Classic design: displays the current protection-state of your device (similar to the earlier version of the app).
4. Hidden (not recommended): turns the notification off completely which inhibits the app's ability to protect your device.
