Hello Joshua,

I apologize for the inconvenience. I suggest you to completely uninstall AVG from the control panel- program list and reinstall-Download Free Antivirus Software for PC | AVG Virus Protection it without the Email shield component to check the status.

You can uncheck the Email shield component  before starting the installation by clicking the Customize button.

I have seen numerous posts about how to do this with Outlook 2007, 2010, 2013, etc., but I love Outlook 2003 and have no interest in needlessly changing.

There are no Com add-ins when I go to Tools; Option, etc

I have even gone to the Registry editor and changed the Load Behaviour value to 0.

I have uninstalled AVG and the toolbar is still there.

About a year ago someone posted the same question (see link below) and AVG support gave info about later versions of Outlook and claimed they'd try to get the answer.
