Earlier, we had AVG Antispam component which filters the spam & moves spam mails to junk automatically in Outlook.
In the latest version, we've removed that feature. We strive to provide the best protection possible, and our research and comprehensive review of the feature showed that Anti-Spam wasn’t offering enough value to our customers.
Also, email providers nowadays provide strong embedded anti-spam filters, we decided to focus our development efforts on adding value in other areas.
From your description, it seems that the filter level needs to be modified. Upon researching, we've found this Microsoft article which would be helpful for you.
If not, we'd suggest you to check this with Microsoft once, as our expertise are limited to AVG.

I have been receiving vicious phishing spoofing emails with individual email address that are multiplying daily. The emails have links to unsubscribe that only sets off a warning for a unsafe website. Regardless the link is fake and different for each email. I have been blocking the sender in my Outlook using Junk/ Block Sender that is a "joke" that only blocks one individual for 14 days
Is there a way or app that could to stop or block these emails before the get to my box

It looks like you have been charged for an AVG product for Android which you might have purchased via Google play store.
Please login to Play store on your mobile to manage the Android subscriptions.
I have the same issue, today I checked my credit card details and saw AVG * Google payment. I also checked my google store purchase history bu I could not finde anything there. How is it possibe ?
