AVG programs can be uninstalled from Control Panel. Follow the below steps to uninstall the program.
Open Control Panel --> click Programs and Features/Programs --> right click AVG AntiVirus/AVG Web TuneUp --> select Uninstall.
If you receive any error during uninstall, you can manually remove the program folder from C drive and then check with the uninstall again. Follow the below steps to locate the program folders.
Open My Computer --> C drive --> open Programs files/Program files (x86) folder --> AVG

It seems that the AVG Clear has been considered as a boot option on your computer. We'll be able to remove it from the boot options.

Did you try to remove the AVG Web TuneUp folder completely as requested earlier and restarted the PC?

Please follow the below steps to remove AVG Clear from boot options, after booting to your computer (Windows 10):
Press windows logo key & R key together to get runline command - Type msconfig & hit enter - Select Boot - It will list the boot options - You can select AVG Antivirus Clear & click on Delete - Later click on Apply & Ok - Restart your computer & check.
Note : If you remove Windows 10 (in boot options) accidentally, then your computer won't boot.
