Please let us know whether you've used AVG Remover tool as mentioned here.
If so, please navigate to : My computer<a href=“file:C:/Program” target=“_blank”>C:\Program files(86) - Check if AVG Web TuneUp folder is listed. If listed, please delete that folder.

I am having issues Uninstalling the AVG Web Tuneup App. I have tried everything, incl the removal tool, bu it will not uninstall.

Yes, I have tried the AVG removal tool and also deleted the folder. I still cannot uninstall the Web Tuneup App.
