Uninstalled AVG Free Antivirus but had no effect. Trying a System Restore but not optimistic because the earliest date avaiable was 07/30/17 and I think the problem occurred before then. It's in process now (remotely…so I can't really moniter progress) and I suspect it will not be successful based on my prior experiences. I did NOT uninstall AVG PC Tuneup because I thought it probably functioned independent of AVG Free Antivirus.
If I get it to boot up, should I also uninstall PC Tuneup?
Also, would it help for me to send you the IE8 Diagnostic log for theInternet connection problems?

I can understand your concern. Please do not worry, this should have caused due to the AVG settings. Please open the AVG AntiVirus free installed and click on Menu->Settings->Components->Online shield->disable the https scan and check if you are able to access web pages without any issue. You can disable AVG from the system tray icon. Please check at the bottom right corner of your computer for the AVG icon and right click on the same. You can see a slidebar to disable Protection. Click on the same and the protection will get disabled temporarily.

I would like to appreciate your efforts. AVG PC TuneUp will function independently irrespective of AVG Antivirus. Please be informed that it is not recommended to run AVG PC TuneUp in Turbo mode. Please change it to Standard mode when the PC boots.
We are running in AVG Turbo mode from PCTuneup. When I right click the iconfor that, I get a button that allowed me to turn off protection until a restart, which I did. I see a Security Alert that tells me virus protection is off. I then launched IE8 and got the same result as before. I forced a reload of the page but didn't get anything different.
