Backing up the registry and then deleting as recommended in the link from it:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Safer
HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Windows
resolved the problem. I assume because this system has only a single user there were no group policy HKLM and HKCU series registry entries to delete.
A key alert for AVG users is to always check the System Tray for the AVG icon and we have added a note on this system's monitor. If AVG doesn't start automatically the system is unprotected and something is wrong and needs to be investigated.
