After further investigation with our specialists, we confirmed that icarus.exe, which is our installer, does not normally use Cloudfare (1.1.1.1 / 1.0.0.1) for communication. The icarus.exe should only be using Google DNS resolver (8.8.8.8/ 8.8.4.4) if the communication to destination servers can not be established, but since that's not the case here, we can only assume that Cloudfare DNS was set up by your internet service provider.
Nonetheless, I can confirm that Cloudfare DNS is a trusted DNS, and I wouldn't recommend changing it on your own. But if you want to block outbound traffic to Cloudfare DNS, you can manually change the Preferred and Alternate DNS to Google ones instead, without affecting your VPN, or any other application.

These are "Private and Secure DNS" web addresses.
Can I (know how and have the technical ability) block this app's outbound traffic without negatively impacting AVG VPN?

AVG TuneUp is NOT installed on your computer. And tell me where is the legitimate icarus.exe location when you have one AVG Secure VPN application? I have nothing else from AVG. You help slowly and hide information. Are you ashamed of "spying"? Why do you write to me a little openly, openly on the Internet, and a little by email?
