Please right click on the rotating icon and let us know the options you can see in the context menu which will appear. If you can share us a screenshot of that context menu, it'd be very helpful.
You can post the screenshot here in your topic. Click on Answer & then click on the Image [mountain symbol] & follow the instructions.
Also, while the icon is rotating, check if any scan is being run in your AVG Internet Security.
