Identity Protection component not active

SOrry - but I kept getting an error message that said I didn't have the right credentials, so I tried multiple times to send the same message.  Happened again today 2-3-17

At start-up, and after the updating process is complete, the screen shows "Identity component is not active."  The "Fix Now" button does not fix the problem (tried twice) - and the problem persists even after I restart the computer!  How do I fix this ASAP?
