If enable email shield, we cannot send email on outlook

Please clarify whether you receive any error message or does the email directly get into outbox. 
Also, let us know the version of AVG that is installed on your computer (Open AVG - Menu - About).

I installed AVG internet security, if enable email shield, we cannot send email through outlook, the email kept pending on outbox queue, any ideas can fix this issue, thanks.

version: 21.5.3185 (build 21.4.6266.672)
no error message, emails pending in outbox, cannot send out.

Please try disabling scan outbound emails in AVG program to check :
Open AVG Internet Security - Menu - Settings - Basic protection - Email shield - uncheck 'Scan outbound emails'.
If it allows you to send emails with the above mentioned option disabled, please try repairing the AVG program once to check if it helps.
