Are you using the AVG AntiVirus? If so, please try to turn of the AVG from the system tray(bottom right corner of the screen) and check for the issue again.

Can you share us the screenshot of the error message?

when i use my clipextractor, avg on background, i see error msg from clipextractor, hinting that the problem is because of AVG.
