I am sorry to hear that your friend is facing issue with AVG program. As per your first question, 1) An exclamation mark persists covering the AVG in the System tray because AVG has done a forced up-gradation to the latest version. As a result of which, you will notice two AVG Protection entries in the control panel which conflicts with the new version. I suggest you to follow the instruction given in this article http://support.avg.com/SupportArticleView?urlname=How-to-uninstall-AVG to remove the older version of AVG using remover tool.
2) Once you done with the remover tool, please repair AVG 2017 version from Control panel and check the status of the last scan. If you face any issues, please provide us the screenshot  http://avgread.me/1aZxsAV of what is happening with AVG, I look forward to your response.

I'm trying to help a friend with Vista AVG…

2 ) After two full scans today, AVG still says, "Last Scan: never"
