What is in-the-cloud verification? I cannot find any details about this in the "AVG AntiVirus User Manual" dated 15 September 2015.
I am a non-commercial home user. I do not have any data on the cloud. I often use AVG Free when I am disconnected from the Internet.
Is is safe for me to uncheck the checkbox for "Allow in-the-cloud verification of threat detections" (contrary to the statement just below the checkbox)?

Yes, please enable that option no matter you use any products connected to cloud or not. In the first instance, that option does not mean AVG will scan your cloud based products. When an infection is detected, AVG will check for the information available based on the previous detection and protect your PC. Thank you.

No, I did not get a popup. I was reviewing my advanced settings after updating from AVG Free 2015.0.6140 to AVG Free 2016.0.7134. I always do this after updating AVG Free because available settings sometimes change.
I noticed the checkbox for "Allow in-the-cloud verification of threat detections" through the following navigation from the menu bar of AVG 2016 Free: [Options > Advanced Settings > Privacy Preferences]. This might have already existed in the prior version that I had, but the recent news about AVG collecting user data increased my being alert for external connections.
Besides AVG Free 2016, I have Malwarebytes Anti-Malware (Free) and Microsoft Security Extensions. However, both of those are disabled until I specifically request one of them to run. I keep AVG Free running in the background on my PC. Neither Malwarebytes Anti-Malware (Free) nor Microsoft Security Extensions was running while I installed AVG 2016 Free and reviewed its advanced settings.
