I have the same problem - here is the screen print.
I'm having exactly the same problem as S Y.
I'm setting up a Parallels VM on an M1 MBP. Even when run as Administrator, I get the below message. According to the posts and documentation I've seen, it should run.
"This app can't run on this device.
"This app can't run because it causes security or performance issues on Windows. A new version may be available…"
I even tried the offline antivirus installer and got the same result.
I also tried the compatibility assistant to no avail.
I get the same result on an Intel MBP with Win10 downloaded from Microsoft.
