Please run AVG Clear and Remover tool to uninstall AVG with its traces: http://support.avg.com/SupportArticleView?urlname=How-to-troubleshoot-issues-after-upgrade-to-the-latest-AVG-antivirus-product .
Reinstall AVG Internet Security: https://www.avg.com/en-us/download-thank-you.php?product=GSR and AVG Tuneup : https://www.avg.com/en-us/download-thank-you.php?product=GSE-2019 to check if that helps.
Once the installation gets completed, open AVG Internet Security -> My AVG -> My Subscription -> Log in -> enter your email address and password to activate it. Follow the same on AVG Tuneup.

What actions to be taken to solve or by-pass that issue ?
