Then i try to install AVG it says, Failcode 0xE001003D What to do? I have tried to restart my computer and download the installer a couple times

I have already followed these steps and when i try to do the new install, sometimes it fails before it even get to restart.  Sometimes it gets to where it needs to restart to complete installation, but regardless of how far it gets, it errors with the above mentioned code
