Hi. Still does not work. Ran the clear tool in safe mode, checked to remove framework, restarted in safe mode, clear tool did its thing, then restarted again, avg no longer in Programs and Features, but I ran the installer again and got the same error (0xC0070096).
Any clues?

I understand the inconvenience. I would request you to follow the steps in this article http://support.avg.com/SupportArticleView?urlname=How-to-troubleshoot-issues-after-upgrade-to-the-latest-AVG-antivirus-product to reinstall AVG Antivirus Free by running AVG Remover and AVG Clear tool.

After unisntalling the traces, please refer this article http://support.avg.com/SupportArticleView?urlname=Download-and-install-AVG-AntiVirus-Free to install AVG Free.

Thank you for trying removal tool steps provided.
I request you to run AVG Clear tool and click on Yes instead of No.
It will boot your PC into safe mode, once you are in safe mode, AVG clear tool window will appear.
Click on check box to remove framework and proceed with the removal.
Once completed with the removal, restart option will appear, click on it and PC will be booted into normal mode again.
If AVG program still appears in control panel–>Programs and Features, right click on it and select "uninstall".
If it says, program not available, click on Ok and it shouldn't appear in the list anymore.
