Installation Problems: 0xE001F991: The Base Filtering Engine service does not run

I tried many times to install de AVG Protection 2017 but an error message pops up.

I tried using the AVG REMOVER, and then deleting it so I could install the AVG Protection but it keeps on showing the error message: 
0xE001F991: The Base Filtering Engine service does not run

COuld I have some help on this??

Please click on the below link to run the Base Filtering Engine.
http://download.avg.com/filedir/util/AVG_BFEfix.exe

After this, Please click on the below link to run the AVG Clear tool.
https://share.avg.com/steam/PSP/AVG2017/AVG_Clear.exe

Please restart the PC after running all the tools and click on the below link to install the AVG Ultimate.
http://files-download.avg.com/inst/mp/AVG_Ultimate_761.exe
