For better clarity share us the screenshot of the disabled shields.
Also, clarify what happens exactly while attempting to enable them manually.
I have a paid subscription AVG internet security but still can not turn on the Hacker protection feature.

When I click on the 'turn on' button, it flashes green and says fixing for a second, then reverts back to turn on

Upon checking it, we see that Password protection is disabled. There is an ongoing issue with Password protection feature.
Our developers are already aware of it & working on it to fix it shortly.
Meanwhile, performing a clean installation is the workaround. To do so, please follow the steps in below provided articles :
Uninstall AVG using AVG Clear
Install, activate AVG Internet Security
