Thank you for resolving my problem.

For anyone else who has this problem, my issue was caused by my Npcap adapter version 0.995.  After removing the Npcap loopback adapter, I no longer recieved the BSoD as stated in the title of this post.

Still not sure why the BSoD would not trigger after uninstalling AVG, but now I can actually use my computer without issue.

Whenever I either shutdown, restart, enter sleep mode, or hibernate mode on my laptop, I always receive the IRQL_Not_Less_Or_Equal Blue Screen of Death.  When I remove my version of AVG Internet Security from my laptop using the AVG Clear tool I no longer receive this BSoD.  I have also used the AVG Remover tool in order to remove traces of old AVG products as well, but the Remover tool does not appear to change anything.  After reinstalling AVG Internet Security, I begin to receive the same BSoD once again.  I have repeated this process several times, so I can confirm that AVG Internet Security is the cause of the issue.

The interesting part is that I also have AVG Internet Security installed on my desktop, and I have never had this issue before on my desktop.
– Both my laptop and my desktop PC are running Windows 10

Upon checking our records, our senior level support has suggested you to update the NPCAP driver after analyzing the logs.
We appreciate your efforts in successfully updating the driver to fix the issue.
