Will not allow me to start a game.
Sounds like it may be the same thing someone reported on the Steam forum, an issue with your antivirus - he was able to fix it by going to Virus and Threat Protection in the Windows settings, then looking for a setting called Controlled Folder Access and set it to off.
This is what is recommended to do to fix issue. How do I do this option with avg?
