I'm sorry for any inconvenience caused. From your account, I can see that you have two active AVG TuneUp programs. You might have installed AVG TuneUp - unlimited on your computer ( expires on 2019.2.5), which is why you're unable to find reactivate button. I can also see that you have AVG PC TuneUp, which has been renewed automatically on 2018.1.8 so you can receive a refund for this renewal because you already have AVG TuneUp - unlimited.
