I have chosen not to launch by AVG browser at "start up" and still it loads.

If you've disabled the startup item through msconfig, would you be so kind to share us the screenshot of that page showing that it is actually disabled?
If not, let us know how you've disabled AVG Secure browser from launching at startup.
Also, check if Secure browser is set as default browser on your computer.
