We will check and help you to calrify it. 
Could you please confirm whether you have any VPN program turned on in your PC? Because, If user have any VPN program, the location will change depending upon the VPN server location. 
In case, if you have VPN program, kindly turn off VPN and check whether you can access apps with US location.

I am in the U.S.  However, my weather shows my location as being in Australia and my readings are in Celsius.  My shortcuts to Amazon and eBay show a  .au setting, and other apps.  How do I change this things?
