Locked computer

Friend of mine called saying her computer was locked up with a message saying something about the sidor spyware may have infected the computer and they should call 855-400-5209 to contact Microsoft Support.  I have done everything but pay a service to try and find who owns 855-400-5209 and it seems to be this ethereal number that is in California, Texas and New Jersey.  I can't find anything mentioning any sidor spyware.  The message also says something about do not shut down or reboot your computer or risk losing all of your information.  She has already shut the computer down and apparently either tried to reboot or woke it up from a sleep/hibernate state.  At that point the message was still on her screen.  No one needs to state the obvious that it is some kind of scam, that seems fairly obvious.  I am just looking for any information anyone may have come across on how to deal with this from this point.
