Loss of Data Safe

I have lost access to a critical data safe following the latest "update". I have removed AVG Ultimate using both the Windows control panel and AVG remover and am attempting to install an older version (18.3) in order to try and regain access to this safe, but the older version will not install as it says an Avast process is preventing installation but Avast is not, and never has been, on this PC!
