This thread is for informational purposes, as a "heads up" for other users
of AVG on Win 7 64-bit. Due to a spate of problems with AVG Internet Security
in recent months I have removed it and moved on to another product.
Users of AVG on Win7-64 should be alert to the possibility that the mail shield
is never actually operational since the 19.7 update. This may be related to
the problems reported in a number of threads about the GUI constantly saying
some protection components are not enabled and a restart is needed. But usually
a restart does not make that message go away.
In these cases all of the individual components are reported as being
enabled/on. However after some recent tests when I was puzzled by the
fact that AVG-IS was NOT alerting me to known malicious attachments in
emails (they WERE known to AVG at the time as a manual scan of the saved
file attachments tested positive), I realized that for some months I had
not been seeing the message at the bottom of received emails saying that
they had been scanned.
When emails are scanned the source of the message usually would have
some lines such as these:
X-Antispam: clean, score=0
X-Antivirus: AVG (VPS 190821-2, 21/08/2019), Inbound message
X-Antivirus-Status: Clean
But a check of many emails received after the 19.7 update was applied
do not have these lines, or the one at the bottom of the messages. I had
checked all settings multiple times since that update, and the mail component
was turned on and the option to include a message in received emails was
checked.
This problem of the mail shield not being operational has been reported by
users in the Avast forums as well. The external symptoms in the GUI appear
to be somewhat different - turning the shield ON results in it automatically
turning itself off again. However the core problem of the mail shield being
always OFF since the 19.7 update is the same.
Note that this appears to be specific to Win7, as users of Win 10 are not affected
apparently. One user has the same version of Avast on two computers. The system
with Win 10 is normal - the email shield is operational. The system with Win 7
has the above problem - the email shield will not turn on (or stay on).

So for almost three months my emails were not being scanned in spite of the
