In this case, please try to reinstall AVG Firewall component.
When you are in the settings window, please click on arrow mark which is right to customize of Firewall component.
It will show you the option for "Uninstall Component".
Click on it and restart the PC when it is prompted.
Install the component by following same steps and restart the PC once again to activate Firewall.
Keep us informed about the status.

After following your instructions, I determined that the componenet responsible is the AVG Firewall. I have disabled the Firewall, and outlook is working. Is there a better solution then just disabling Firewall?

I apologize for the inconvenience caused. In order to determine which AVG component is causing the issue, I would request you to disable individual components and check the issue.
Open AVG Internet Security, click on Menu->Settings-Components. On the list of components page, please disable Email scanner first and then try disabling Firewall.
In order to send and receive emails using my school email address (micrrosoft exchange), I must first disengage AVG completely. Unless I can find a resolution, I may have to uninstall AVG permanently until I can find a AV service that will not prevent outlook from connecting to the server.

Please reinstall the firewall components and make sure it is configured with below recommended settings.
Open AVG Internet Security->Menu->Settings->Components->Firewall->Customize->Network Profile and change it to Private.
Open AVG Internet Security->Menu->Settings->Components->Firewall->Customize->Policies->System Rules and set all rules to "Enabled".
Please let us know if the issue persist with the above settings also.

Thank you for your time. I reinstalled the AVG Firewall and rebooted my computer per your instructions. Outlook email was still dysfunctional–not connecting to the server. So I went ahead and unistalled the Firewall component. Outlook email runs fine without the Firewall. I will just have to do without that component for now.
