To confirm whether AVG is causing this issue, we request you to temporarily disable the AVG Internet Security program by following the instructions in this link: http://avgread.me/1GnMD3N and then check whether the Outlook and other Windows programs work fine.
If the problem still persists after disabling AVG Internet Security then this might have caused due to AVG PC tuneup, so please do let us know the status of this.
None of the Windows 10 products, including Outlook 11 will run since I re-loaded AVG Internet Security. They will momentarily load and then shut off with no error message. I have also loaded AVG PC Tuneup and run scans with both. Help?

Then this issue should have caused due to AVG PC tuneup "Program Deactivator" feature.
Please open the AVG PC tuneup and click on All Functions.
In that you can find option as "Disable" and when you click on that you can find the Program Deactivator Window.
In that please check whether all the applications are listed in it and make sure that the deactivator is turned off for those applications.
