Please let me know how you came to know that your computer is infected by Ransomware. Is your files encrypted? If so, please share the screenshot https://support.avg.com/SupportArticleView?urlname=AVG-Create-screenshot of the encrypted files to check and assist further.
Also, share the screenshot of the detection from AVG and AVG Quarantine folder to check and assist further.

Initially, we'd like to clarify the reason that made you think that there was a Weui Ransomware attack on your computer. Reason being, we're unable to identify it from the provided screenshots.
Meanwhile, we'd suggest you to check the file extension (format) of the files that are inaccessible. If the files are encrypted, the file format would have been changed. If you identify the type of attack with the extension, you can try the decryption tool (respective tool) that are available at our end.
I have try to search for a decryption tool at your avg site, but there's no tool that decrypts the weui file. Even if there is a way to decrypt it i still need to get rid of the virus first, which i can't since the quarantine section is empty and i cant get rid of the virus from my laptop. It is very annoying as i have a very important exam for my degree right now and I can't use my laptop. I need to fix it very urgently.

Do check the Quarantine folder again.
Open AVG -> Settings -> scroll down then you will find the quarantine folder.
