Mobile locked and i dont know password

When i change sim card in my mobile, my mobile locked and i dont remember unlock password. i had also restarted my mobile to enable wifi or data connection, but not working. I had also tried from AVG anti theft login website but device is not able to connected and show error "We are unable to reache your device at present". so please help me how to unlock my device without formatting is.
