Initially, we'd like to clarify that AVG programs doesn't seems to have an impact on this.
You can restart your computer once & ensure that you're logging into your admin account.
If you suspect that AVG is blocking the access, you can revert the changes made by AVG TuneUp (if you've optimized your computer before the issue occurred).
To do so : Open AVG TuneUp - Rescue center (right panel, refresh icon) - Click on Undo beside recent changes & restart the computer once to check if it helps.
Is it possible that AVG has somehow changed something so I can no longer move pictures from files to desktop? Out of the blue, all of a sudden when I try to move a picture to desktop it says I need permission from administrator. I am the only one that has ever used this PC?
