I have a Dell Inspiron Laptop that does not boot. I've managed it to do a partial boot in Safe Mode where it reaches the point where AVG is called then the PC dies.
What I need to know is will AVG remover work as a stand-alone program on a USB stick? (I know that the PC will operate from a stick as I've backed up the data using Linux Live (Ubuntu) on a stick). 
I've downloaded the remover tool.

Hi folks, Well I've followed your advice and downloaded the rescue disk and ran it twice. Updated the virus database etc and had it clean one PUP and one adware. Tried to create Recovery Disk to USB - that was not very successful and it has created 2 partions on my USB stick - which I'm unable to remove - Not seen in Windows but seen in Linux (Ubuntu & ? - on old ASUS compact  PC). PC still does not boot to Win Vista. Safe mode continues to halt boot process at AVG.
Is there something else I should be doing? 
So I guess I'm back to the original question will AVG remover woprk as a standalone function?

I will add to the above comment that when I had a similar problem last year with my XP machine removing & re-installing AVG resolved the problem. What I not sure on did I remove AVG in safe mode or stand-alone.
