My avg is blocks starting skype

Hello Grzegorz,
We will check with it. Are you able to access your Skype when AVG is disabled?
Right click on AVG icon under system tray next to clock, click on toggle bar to turn off your protection.
Open AVG Internet Security -> Hacker & attacks -> Ransomware Protection -> Allowed/ Blocked apps -> Blocked apps -> remove if any application is listed there.
