As we're uncertain about the exact file that is quarantined by Windows defender, would you be so kind to share us the screenshot of the scan result & task manager that shows the CPU consumption?
If the CPU consumption is high, we can perform a clean installation as it isn't the usual behavior.
Meanwhile, please check if there are any other antivirus (conflicting) installed on your computer other than Windows Defender.
I got this warning from my windows defender about a report file for AVG webshield.
file: C:\ProgramData\Avg\Antivirus\report\WebShield.txt
At first it showed remediation incomplete, then yesterday a quarantine and finally its been blocked. Another scan from defender shows its clean, nothing's been picked up by AVG since the start. My question is, do I need to delete that file or reinstall AVG to make sure its working well or not?
The AVG internet security system is showing a high amount of memory usage as well.

I'd like to confirm that two processes in task manager is usual behavior in the latest version of AVG.
And the file that Windows defender flagged as a threat is scan report from AVG. It is a clean file and this must be a false detection.
It is generally not recommended to use more than one security solution on a single system. They will compete for resources, which may result in slowdowns, crashes or in no protection at all.
Please disable Windows defender to avoid this.
