If you are replacing a new hard drive, then obviously you will have to install AVG program.
Here, we need to consider the operating system and not the computer.
To install and activate your paid product, we have sent an email instruction.

Hello. Can't seem to find an answer to my question. I will likely have to replace the hard drive on my computer. And while my tech guy is at, he will install Windows 10 (Pro) as the new operating system. How does AVG Internet Security software recognize my computer as the one that the license is issued to? By the CPU, by the hard drive, by the operating system? I have the multi-device license, but I'd rather not use up one another device license for a computer that is essentially the same machine, just upgraded (or repaired). Thanks in advance for any guidance in this issue.
