This is my final input, I believe I have found a workaround but tedious and time consuming. Luckily I my printing needs are small.
1. Boot to safe mode. Run msconfig. In startup deselect AVG UI. In services deselect AVG. Reboot. Complete print jobs. 2. To reinstate AVG; Boot to safe mode. Run msconfig and in startup select AVG UI Run services.msc. Set AVG to startp automatically. Reboot. That is all.
Unfortunately stopping AVG GUI from starting has not proved reliable. This entire post can now be deleted as there is no fix here and I am going to have to live with until I upgrade and use Microsofts product.
This damn problem has reared it's ugly head again a few months ago. Same symptoms, If I fully uninstal AVG printing works. This time the work around is to run msconfig and disable AVG GUI in startup section (AvLaunch) then printing works again.
Question, do I need the GUI to start? Does the GUI actually have a hand in real time protection? If I need GUI I can start it manually. Thanks.
For the benefit of others I have found a workaround to this issue. Recap; Environment - WinXP-Pro-SP3, Netgear D6300 Router, Canon MP280 printer attched to USB port of router, Netgear USB Control Center to allow printing across network, AVG Free with only File Shield and Web Shield installed.
Problem - With AVG Web shield enabled printer could not be seen across network. Disabling Web Shield would allow printer to be seen (after log off/on or reboot).
Resolution - I added only one 'Exception' to file shield, C:\WINDOWS\system32\spool\drivers\w32x86\canonmp280_seriese487, and now printer can be seen. (This may have also fixed intermittent shutdown problems I was having).

Nonetheless, I know that you are unable to upgrade your system at this time, so the only thing we can recommend is that you remove the current exceptions, test each component, by disabling it one by one to determine which one is causing the problem, and then try adding or re-adding the exception for it.

Hello Peter, Thank you for reaching us with your concerns. May I know if the issue is resolved when AVG protection is disabled (Not uninstalled, only disabled)? Right click on AVG system tray icon and toggle the On/Off slider to disable AVG protection. If yes, then I also request you to disable AVG Free Antivirus components one by one (open AVG Free Antivirus > Menu > settings > components) and check which component is blocking USB printer. Hi, I have USB printer connected to Netgear router and use Netgear USB control center on Laptop/PC to print over the LAN. AVG free stops USB control center from working. If I uninstall AVG then USB control center works? Thanks kindly.

Thanks for your replay Alok. The cause of the issue is Webshield component. If I disable this component permanently and reboot OR log off/on the USB control center can now see the printer. I tried customising Webshield component by adding my gateway address to exceptions but this did not work. So, I have unistalled the webshield component for the time being. I hope anything that is dropped onto the disk drive from web surfing would be scanned by realtime scanner anyway?

Yes I still have old kit and don’t need to be told the benefits of upgrading, I just can’t at the moment. If I upgraded I would move to Microsoft Security Essentials anyway.
You will note in my latest post that disabling the GUI was not reliable and so is not a fix.

I cannot establish which component is causing the conflict.
