Are you using the AVG Free version?
You can disable the AVG and proceed with the debugging, as an alternative for the uninstallation.
Are you able to proceed further when the Firewall is turned off?

Trying to set up L2TP over IPSec and AVG having taken control of the Firewall does not allow any logging to debug connection issues, and from cursory investigation does not allow L2TP over IPSec as port 1701 is never defined. Logging for a short period is necessary given a port set to monitor for debugging purposes to find if any errors occur etc. AVG being so tight may have to uninstall and reload windows to get this functionality back.
