How do I unlock blocked network profiles?

I have tried both Private and Public settings.
I the past there have been drops in the printer/computer link.These have been easy to reset.
I do not know whether the problem lies with AVG Firewall or with Windows 10-1903. I am beginning to suspect an incompatibility between the HP printer driver (I have the latest) and w10-1903.

Mike, we request you to refer this article and follow the steps to disable individual components of AVG Internet Security. Firstly, disable AVG Firewall component and check whether the issue with the HP printer gets resolved.

The highlighted connections are related to your HP wireless printer.
The network profiles of AVG Internet Security will show all the available connections that are available on your network.
We believe that the red cross mark appears because of printer is in offline condition or in other words it is turned off.
May I know whether the profile of your printers are set to "Private" in AVG Internet Security?
Are you able to connect your printer to your computer without any issues?

Could you elaborate the concern with the network profiles that you refer here, as it wasn't entirely clear?
Will you be able to share a screenshot of the window where you see the list of blocked network profiles?
