how do you turn off password protected sharing?  I cannot make it share on a private network

Problem showed up after a reboot and was asking me for a password to connect to any cpu I had on my network.  I thought this was weird so I check under settings for All Networks for the setting and found that it was set for password access.  I then changed the setting and then tried to access the cpu again and had the same result.  Went back to settings and found that it had not changed.  Did this several times with the same result.  I have both AVG and Windows Defender running.  I restarted again and for some reason I was able to connect to the other systems again and the settings are still set to password access.
What networks does the settings require password access if the private network systems are not prevented from access by AVG or Windows Defender and my problem was just a glitch of Win10Pro 1803.17134.228 OS Build

Charles, are you experiencing the issue for all the files that you try to share?
We request you to follow below mentioned steps and check the status.
