If you access your email via a web browser, kindly try accessing your emails from an alternate browser & check if the issue persists.
Also, you can temporarily disable your AVG Internet Security & check if you're able to send attachments via email.
Regarding your 'restore points' query, could you elaborate it & share us more details?

I cannot send attachments in email. Also can not find my restore points now.
