Now that we identified which AVG program is causing the issue, we'll check which component in AVG Internet Security is causing this exactly.
Please Open AVG Internet Security > Web & Email > Turn off the web shield component and access the site then check the issue.
If it works, then kindly use the below article to repair the program, reboot the PC and check if the issue persists.

May I know whether you have disabled AVG Internet Security and checked the issue? If haven't please do so using the following steps:
- Right-click the AVG icon in the notification area of your Windows taskbar, then in the menu that appears, click the green slider next to Protection is ON.
- Click OK, stop to confirm that you want to disable all AVG protection.
- The slider turns red (OFF), and all AVG components are disabled. AVG protection will re-enable automatically the next time you reboot your PC
