Ntoskrnl system firewall rule

I just finished not only uninstalling avg…I formatted my pc entirely, re-installed avg and that still is showing up weird symbols…this is 100% avg on windows 10 doing something weird

Hello, I was looking at the firewall rules and I found this, the "System" rule, I remember that before it appeared like this: "System System" but now I see it as the attached image, with the description (I think) in Japanese, Korean, Chinese, always changing every time I open the rule list. This is normal? I know this is the Windows ntoskrnl.exe so I scanned it and all is well. My Windows is also freshly installed… I don't know why it happens, meaby is the antivirus trying to display some code in random words. Also smart mode is activated and allowed this

This is not an isolated issue. I also have this issue on two machines ( one being brand new). This text appears where the executable path is normally listed.
Clearly nothing has been resolved since the above was raised.

It didn't worked, is still showing random japanese/korean symbols

I just want to know if this is safe, it is the only "system" that appears, without the address of the executable, is just that blank icon (but I assume it is ntoskrnl.exe from windows). As a precaution I prevented access to the internet, it is strange that all the time the symbols that appear below change.
